How does the consistent Democratic advantage in the Presidential election popular vote tie into that? Higher participation rate?
Probably. If not for the electoral college, I doubt republicans would sniff the Oval Office chair very often.
And of course, Blue states are usually that way due to huge metropolitan areas. Much to some folks chagrin, a vote in the inner city of Chicago counts the same as a vote in Clinton Vermont.
