They ( Am. civilians) were all there for the BIG BUCKS. A friend who was a Co. Sheriff and a City Police Chief at different times went over there to train Afgan police officers. He said it was the best paying job he ever dreamed of and was also one of the easiest. They would bring a group of them to him once a month and he would hold classes for them in an air conditioned building with an interpreter. According to him they weren't the best of students and didn't seem all that interested in law and order. He made a butt load of money --tax free.
