The money was only wasted because the loser gov didn't, and has never done his job. So, really it was he who wasted the money....
Newsom did plenty wrong... Sent his kids to private school while lying that they were not getting educated, and went to a restaurant in the middle of Covid, dining without a mask, while locking down small businesses for trying to make a living.
He has also never fixed the out of control homeless situation in California...
