I recommend you ask your Shop Steward.

I got the transfer terminated by turning on my boardroom brain, channeled my inner executive negotiator and typed up a nice business email for HR, explaining how detrimental this move would be to the company at large and how it would be a more productive for all, myself included, if I remained in my current post. They were like "Thank you for informing us of this and we will cancel your transfer immediately." Happy with the outcome I once more turned off my brain to avoid any further strenuous taxation.
