I am not a "gun guy" and am not at all familiar with the rules regarding open carry and concealed but I would think that neither allow you to have the gun cocked and loaded while on a public street in the middle of the day.

Not really, if that was the case you would hear about shoot outs everyday, i am not a gun person either, but i do think it should be open carry in all 50 states
