There's no conscience involved there. FedEx is just afraid of potentially getting their ass in a ringer with the feds again (remember the drug shipment debacle?). Just as soon as it's determined beyond a shadow of a doubt to be legal - regardless of how unethical it may be - we'll be all over it.
