It's pretty simple really. The public's response to partial reopening has shown that the American people can't be trusted with freedom and individual responsibility. We need to stay locked down indefinitely and receive $2k a month checks from Nancy Pelosi unless a vaccine is found, and even then, only essential workers should be allowed out of their homes. Anyone else caught violating these measures should be prosecuted to the fullest extent of the law.
