Was the 4 trillion used to gain control of the means of production? Government has it's place in emergencies. But do they try to assist us in emergencies or do they seize the opportunity to control everything?
If a government halts production or radically changes what private industry produces are they seizing control of production?

If you're talking specific products deemed hazardous the government has always been there to protect the public, albeit grudgingly at times. Not the same as complete centralized control of the economy where nothing is produced without permission or regulation. That also applies to service jobs. Years ago France enacted a 35 hour labor rule with the idea it would create more jobs if everyone was limited to 35 hours. They've gone into office buildings and arrested businessmen doing paperwork past their daily allotment of hours. Do you want that kind of government regulation?

I actually spent a couple of months in France working on a shipping system for Europe.
We were usually there around 7 am and worked until 7 pm 7 days a week.
The people we worked with got there around 9 am could not stay late if there was a problem we were working on.
No weekends at all.
Since we were foreign workers, we were exempt.

the context of your argument is that I can not agree that JFK was a communist. therefore I must agree that he was

in reality he was probably more a socialist early advocate for medicare.

There is rarely purity in politics. Most great politicians had a conservative side and a liberal side.

And to think that you believe the government couldn’t and wouldn’t shut down complete industries until compliance suggests that maybe you aren’t paying attention.

We're not talking coronavirus are we? Can you cite specific examples of government shutting down complete industries? Lord knows they tried with coal but in general have you seen them shut down entire industries outside of a national emergency?
