If a government halts production or radically changes what private industry produces are they seizing control of production?Was the 4 trillion used to gain control of the means of production? Government has it's place in emergencies. But do they try to assist us in emergencies or do they seize the opportunity to control everything?

Not the same as complete centralized control of the economy where nothing is produced without permission or regulation. That also applies to service jobs. Years ago France enacted a 35 hour labor rule with the idea it would create more jobs if everyone was limited to 35 hours. They've gone into office buildings and arrested businessmen doing paperwork past their daily allotment of hours.
