Holding a package at Will Call BEFORE first delivery attempt

you keep saying that's not true..but when you go to ett to create a DCR it informs you that the process can not continue till there is a first attempt
this applies to will calls, hold for p/u,futures.
there is a way in the dispatch program to hold a package before the 1st attempt but that can only be done the day of the sort.

I don't know what all of these processes involve, but I've will-called stuff via the customer counter lady days before the packages arrival to the center. And they've worked before. I'm unsure what happened this time.

The program he is referring to is the dispatch program. I have inputed this data so many times I could do it in my sleep.
