I had my brights on and lit up the officers hiding place as I drove by so naturally other cars traveling slowed down.

I did not know it was illegal.
To my defense- It was dark and deer are known to run across the road I traveled on.
But the police officer did not ticket me for headlights I apologized for my brights being on as soon as I rolled my window down, he said that's not why he pulled me over.
