We used to have that problem at a building I worked in. They bought some kind of machine that regularly gave a hawk call. Worked pretty well to scare them away.

I saw drivers coming in as I was walking out, I'm sure they held the country routes not sure about the local ones. It was already tricky leaving IAD this morning, the ramps were a mess.
