A Taft Hartly pension plan can create a rainy day fund if it exceeds 100% funding and doesn't have to pay out bonus years. It's my understanding that the plans have to be conservate when it comes to defining funding levels. Unfortunately the only multiemployer Teamster Pension plan that is doing well is the Western Conference. Probably because the UPS part-timers are in it.
