What about a frayed seat-belt?

As in, it will work for several months...years?

But it's fraying, and it's not going to fix itself.

Are seat-belts on hand, or 'on order'?

Belts are usually on hand. Wear/damage is greatly accelerated by the practice of putting the belt over the steering wheel.
