Could be, but generally not. Most people that lose their job would tell you it’s shady, but there’s a pretty good chance they were there for a pretty shady reason on their part.

BS cases that don’t belong, they rarely make it there.

A lot of deals made before it gets to panel. Then they have a local hearing where the decisions already been made
