There were no "deals" being made, in any "quid pro quo" fashion, at the panels I have been to.

The place for "deals" is at home and shame on any agent who trades one grievance (or grievant) for another.

If an agent is blaming the Panel or stories of such a thing, he/she likely did it.

Heard the dude that voted against the BA lost his job at panel after being 1 minute late one time. Otherwise he was a flawless employee.

Most of those type of deals would happen away from the panel too many eyes at the panel. And like @Bubblehead said shame on the business agents for doing that it will eventually come back to haunt them.
