With the influx of low paid workers at peak do you think this will subside?

This is why every driver needs to: make sure that they see the end of day report at pick up stops (if their system generates one daily), ask the shipping employees if there's a high value pkg in any of the pkgs you are prehitting for another driver who will finish the pick up stop later that day, and make sure that a supervisor signs off on your high value packages when you return to the building, even on send agains.

As @Bubblehead has posted many times in the past...

The employee's paycheck is the company's insurance policy if high value packages are damaged or stolen during transit if the employee fails to follow the rules about how they are handled.

The last training module we took said each pkg can be insured up to $$70,000.00.
