On a side note, what happens to management in this situation? Do they get kicked in the nuts for being stupid or is this considered an acceptable method of intimidation by higher levels of management?

Might get a slap on the wrist. But nothing too bad. Will mostly just wonder why you didn't follow the process as trained.

I have seen them get promoted for such moves.
The way it works is, they routinely throw crap against the wall to what sticks.
The more crap a supervisor gets to stick to the wall, the higher they rise in the company.
I believe they send them to a week long class in Chicago to learn how to do it my my area.
