How, exactly, are you laid off and still driving? Do you mean that you are on call? If you were laid off your only options would be work in the hub or stay home and collect unemployment. If you are on call, you have no start time, hence "on call".
There is no "on call" in the New England Supplement. Employees are either scheduled to work, or on layoff.

Although that doesn't stop management from saying to employees, "Gimme a call about an hour before you start tomorrow and I'll let ya know if there's any work available." Many a New Hire has fallen for the Supervisor who comes across as a friend just trying to save the employee an unnecessary round trip.
