The National Guard had to wait for the Capitol Police to request help. It takes time to go through channels. Trump did pre authorize their activation on Jan 3 but the Capitol Police thought it would look bad to have troops in federal buildings so sat on requests.

By the time of the insurrection the Joint Chiefs had stripped trump of any of his military authority. They just didn't tell him.

The Constitution stipulates that:
The President is “… the Commander-in-Chief of the Army, and of the Navy …”
Whatever military orders the President duly issues are supreme. Period.
Furthermore, all military officers, and most civilian officers (such as Cabinet Secretaries, etc) serve “… at the Pleasure …” of the President; and he can revoke that pleasure (aka fire them) at any time, for any reason.

In the executive domain, the President’s wishes are supreme.
