The phantom vote of a non voter in a super majority election is hard to calculate exactly but it's real. When 50/50 does a quantum leap to 33/66 when there's 50% or less turnout, you are blatantly telling the non voter that his NON vote has more weight because it can cause the goal post to move drastically in their direction.
