I ordered a package with next day delivery. It didn't come as scheduled and the tracking info says "THE PACKAGE WAS MISSED AT THE DESTINATION LOCATION". What exactly does that mean?

That doesn't mean automatic. This customer will need to contact UPS for the refund, they WILL NOT automatically refund, or contact the person, to let them know what occurred.
