Even the NY Times has stated that most of the dossier is likely Russian disinformation. The FBI has since investigated the dossier and they found that most of it is untrue. Bruce Ohr warned Comey that the dossier wasn't verified and it's author had a strong political bias against Trump. Comey used it anyways. He broke the law.
