Who's responsible for creating the 9.5 list? During COVID our steward made some deal that none of us would sign up for the 9.5 list...a year later, he retires and our senior driver took over as steward (no election) and is not very proactive to say the least.
Since then we've never seen a 9.5 list. Guys have asked me many times, so I've approached Stew about it, but he loves his OT so no interest there and nothing comes of it.
He's retiring in May and I want to get a list going. What needs to happen?

We have had candid conversations about this, with me knowingly treading lightly as he is set to retire in May. Also, selfish side note - most guys in our building come to me for issues and guidance already. I think I've helped create this monster because Stew knows I'll do 90 percent of his job. I just want what's right and fair for our brothers n sisters. If someone is getting boned, they deserve the proper guidance, elected Steward or not.
Appreciate your efforts. It’s a busy job. I’m not serving as the steward but I help out with guidance to the correct articles and keep contact with the BA. Offer to help out if you able. I suppose it doesn’t have to be the steward could be the business agent. Especially in smaller locals if the business agent could possibly find the time to do that but here we have way too many locations way too spread apart.
Here we have stewards handle this. Also, in the past, we had a problem with management, having too much control over this list and trying to manipulate and intimidate people when they want to sign it.
Steward is a voluntary and mostly thankless job. Taking on those responsibilities does set people apart. I would think most Stewards would want to take that responsibility and get that list finished but then again, I’m a control freakNo, just appreciative of any help in these tasks.
