When the Affordable Care Act (Obamacare) passed, there was an article regarding 'top' companies, and it showed that some of them would save hundreds of millions by paying the penalties rather than offering insurance. I am not saying FedEx will do this, but I am sure they (and other companies) are exercising any option to save $$.
