Can New, Low Seniority Feeder be Sent to Package?

If you were an inside PT that went to feeders and were on the Qlist for two years can you forfeit and replace two PT to get your eight hours? Or do you go into package seeing you had temp drive before?

Can you even forfeit while on the Qlist when there are no bids/vacancies posted up for the building?
