Because they were there prior. You think new building codes should include having established homes removed?
Newly built homes fell/fall under MUCH more stringent codes believe me. I live in a hurricane prone area and we are seeing the right side of Ian as I type this. I've been through a similar strength hurricane and the result, among many other things, were changes to building codes.
These are called acts of God and cannot be totally planned for.

I'm on an a sand dune on the coast. Our first house we bought here was below sea level and yet, not zoned in a flood zone. No flood ins was required. With Florence , water was one inch from crawl space floor joist.
Second home, same sand dune, it could rain for 40 days and nights and would not be effected by water. But, they say we're in a flood zone.
