It appears that rule would significantly limit your options on a snowy day because you can't predict when you would/could get stuck?
Yup. I never called out once in the snow, but when I got in, if I didn’t feel safe going out I refused and went home. My route was in a very hilly area. A few times I left the building, drove about a mile and turned around and went home.

Here’s the bright side of being charged with an accident if you need to be towed. You can wipe your arse with the piece of paper that it’s written on.

I was almost in a horrible accident one day in the snow on my route. One of the main roads on my route was a roller coaster. Guy coming in the other direction lost control and was all over the road. Coming right at me, and at the last second regained control and missed me. I was shaking the rest of the day. We would have collided at around 35 mph.
