You not hired till you actually start working. Call your Sup and the center manager and demand to know when your going start working as a PT Sup.

PT sup is already a barren hellscape of a job. Do you really want to crap where you eat on top of that?

I feel that my manager is dragging his feet on this whole process since he knows I will not be bullied by him.

The only thing you can do now is assume whatever position they tell you to and like it.
