The difference is the distance your home base.How is this any different than any of us driving to our centers?
If he was a cover driver he 100% could. Since it's his full time route it becomes a bit of a different situation.Uh......no.

Hah... When I covered satellite, those guys started at 11:15 didn't get on the road til Noon...We had one for a few years 10:00 start time no thanks

I had several options:
Paid mileage from Center location to Satellite location,
Drive PC to Satellite, usually with stops along highway, then arrive at Satellite and load my stuff for the day and work.
or finally, they would put me up at a local hotel for the week, and pay meals.
