They are supposed to have an aim point beside the camera. Never directly at the cameraman. Doesn't matter if the gun is loaded or not.
This right here was another major mistake hardly anybody talks about. My son is a cameraman and works on more expensive productions than this. Besides taking safety classes and checking the weapon's ammo before firing, actors are also never to aim the gun directly at anybody else. They point slightly to the side because even blanks will fire out gun powder and paper residue. If the film requires a direct shot at a camera lens, a bullet-proof barrier and remote control for the camera is used for safety. Now computer generated graphics are preferred in such shots.

The armorer's job is to completely control all firearms on a set. They are locked up or in the sight of the armorer at all times including breaks and lunch. Nobody takes one and shoots live ammo for fun when they aren't used. No live ammo is allowed on the property at all. An associate producer does not hand the weapon to the actor. The armorer does not preform "other jobs" like this one is claiming. They usually use rubber replicas while rehearsing scenes.

Nicholas Cage left the set the first time this armorer was in charge for accidentally discharging weapons, she almost blew his eardrums out. Most of the camera crew walked off the set of "Rust" the morning of this incident after a stuntman accidentally fired the same gun. Standard safety classes were skipped. A $6M movie budget is considered very cheap in the industry, this was probably being filmed for a TV movie, Netflix, or Amazon Prime. There were many incompetent people involved in this. In all those western and crime movies and TV shows filmed for decades, things like this didn't happen because professionals were involved. Not this time.
