What does a part-timer can hold a holiday mean?

What does a part-timer can hold a holiday mean?

If their vacation week contains a paid holiday, and they don't opt for taking the extra 4 hours pay, try to get the last day of the previous workweek (or first day of following workweek) off, the paid day gets added to their 'bank' of Optional Paid Days to be used at some other time (or paid out at the end of the year).
