For CA state law, just as the text of the AZ law does not explicitly state that doctor's notes can not be required, it can be viewed as retaliation and the CA Department of Industrial Relations has issued guidance in this webinar: Paid Sick Leave webinar
Employers cannot interfere with the use of accrued sick time required by state or local law and requiring a doctor's note for less than 3 days is regarded as unlawful interference/retaliation.
