New contract=$4.15/5 years progression do full time?

Am I correctly understanding that anyone who goes full time under the new contract will have the same progression as a part timer? So rather than getting to top pay in 3-4 years, you will get $.80-$1.00 raises per year until you reach top pay? That’s easily 10-20 years vs. 3-4 years depending on your current wage.

How do you get that out of what has been posted so far?
You should lose your right to vote on the contract for a post like that
