Sadly it has to be realized that anyone who decides to become a po po will rethink and not do so. Why would anyone become a po po? There is negative reward for the hard work they do which is opposite of the system America was built upon. Too many factions working against the police. It's like pissing up a tree.

Just a step into federalizing local police departments, a step into getting federal control of local jurisdictions law enforcement.
Federal dollars always come with federal strings attached. He is not fooling everyone.
It does seem like the Biden Administration is trying to close the barn door after the horse is already out. There probably was no similar increase in funding for police hiring programs in the past because the profession hadn’t yet been destroyed by the left in blue cities and states.
Window dressing before an election. Defunding the police efforts across the country have resulted in huge spikes in crime and departments down hundreds of personnel and unable to cope with it. This is an albatross around the Dems necks and they're scrambling to fight the image that they're soft on crime. After the election they'll go right back to the soft on crime shtick.

Does anyone remember the photo op of Pelosi and other Democratic representatives kneeling in support of the riots in 2020. Now they are playing us by saying they support our law enforcement by claiming that they didn’t really mean it, after effectively neutering our police departments with their laws that protect the criminals better than the victims.
