Well he hasn't divested himself of any of his companies, so he's still making the same money he was before. Now instead of paying politicians for public policy that helps him he can just propose it himself. He can also conduct government business at his private resorts at taxpayer expense and for his personal profit. These are all ethical violations to anyone with half a brain.

Trump will not balance the budget ... Congress will have to make that happen.
A competent executive would work with them so the balanced budget aligned with their priorities. I'm guessing the congress will ignore Trump's proposed budget and do whatever it is they want.
