Since it was CNN, I might tend to believe your source ... whatever that is.

The CBO notes that the increase would be 20 percent in 2018 and 5 percent in 2019. Starting in 2020, though, as some states apply for waivers, premium costs will vary. In states that do not apply for waivers, non-group insurance premiums would be 4 percent lower than premiums under Obamacare.

This isn't difficult math. More people uninsured = higher costs for everyone. The costs get passed on to the paying customers, it's better to have everyone insured so rates can reflect actual costs and maintain a stable predictable market.
How do uninsured get healthcare in a way that affects others ... other than Emergency Room visits?

that would be a compelling argument if Obamacare had delivered on its promise of having lower cost for everyone.

Losing insurance for 23 million people would result in higher costs for everyone but those 23 million. When those uninsured visit the emergency rooms and don't pay their bills those costs are added to those of us with insurance coverage.
