What factors are pushing UPS to seek to deliver much bigger parcels?

With the post offices prices its hard for UPS to compete in the under 5 pound category. You want to keep all the trucks in they have to evolve. You want to evolve you go after the stuff no one wants. Hence the bigger freight. What I don't understand is all the complaining when you have article 43 un the contract.
