Somebody lied to you. Below is the new pay rate that you are under:

Start $11.00 $10.00
Seniority plus one (1) year $11.50 $10.50
Seniority plus two (2) years $12.00 $11.00
Seniority plus three (3) years $13.00 $12.00
Seniority plus four (4) years $13.50 $12.50
The higher rate is for skilled position

Thats the old progression rate. You are now under the new rate. So seniority plus 1 year you were at $10.00 Aug 1 2013 +.70=$10.70 New rate for seniority plus 1 year is $10.50 You should be at the higher rate of $10.70. Assuming you are unskilled.

Unskilled? Is that a term or you calling me a dumb worker??

Not calling you dumb. There are 2 different pay rates for part timers. Skilled and unskilled. The skilled get a $1 more per hour.

Everybody who was hired prior to Aug 1 2013 gets the .70 Article 41 Section 1

I know you didn't really say differently, but Article 31 Section 1 applies to full-time drivers.

Part-time wages are under Article 22 Section 5 (from what I'm looking at, it seems like there is no section 4?)

And then Air Driver Wages are outlined in Article 40 Section 6.

There is a section 4 in article 22. There were no changes to section 4 so it is not in the .pdf that outlines changes from last contract to the present one. Look at your contract book.

I'm beginning to think Quigley is the only one that understands this stuff. I'm totally lost and thankful I am not in progression.

Your figures are off should be 12.50/13.50

1 year march 2011 = 10.00
2 year march 2012 = 10.50
3 year march 2013 = 11.00
Aug 1 2014 = 11.70
4 year march 2014 = 12.50 to match new progression
He said he was skilled so March 2013 = $12.00 Aug 1 2013 new rate is $13.00 + .70 = $13.70

The Range

In too deep
Seniority plus one (1) year $11.50 $10.50
Seniority plus two (2) years $12.00 $11.00
Seniority plus three (3) years $13.00 $12.00
Seniority plus four (4) years $13.50 $12.50

Is the new progression.

Quiqley, you are claiming part-timers should be getting their progression raises as well as a .70 cent raise (while in progression), putting a 3rd year employee at $13.70 and a 4th year employee at $14.20 (assuming skilled positions). The part-timers I have spoken to only received the bump up to the new progression rates, not an additional .70 cents.

That is because the new progression rate went into effect after the GWI took place Aug 1 2013. If their seniority date is between Aug 2 and April 25th then progression went after 70¢ raise. They would get 70¢ from Aug 1 to seniority date.
