I can't find the proper venue to ask this question so I thought I would ask here.

I can't seem to get customer service to understand that the local USPS facility is closed. The building got damaged by a bit of bad weather.
Each person I have talked to said they would have information if there was a problem at this facility.
I am trying to find out how things being shipped to this town is going to be handled.
The only think I get from the call center is that they are not answering the phone and I could go to the facility. I have been to the facility, it is severely damaged, there is no one to talk to there.
How do I explain this to customer service?
