The Nashville market (and others) do. Staring pay for C2 courier is $20.22, plus a $3/hour premium.

Okay, they're paying a premium. Our market doesn't get a premium even though we're short staffed most of the time. I guess my market isn't important enough for premium pay.

Yes they eliminated step 1 this last raise because new hires aren't staying for the show.
