Sorry but you're mistaken. Hes not working off a old contract especially when that language you are talking about is no longer in this current contract.

Everyone was bumped to whatever progression year they are in.

Yes it's says.he would start at $13 and because the raise for 2019 is less than the 2019 progression he would move to $14. Now in 2020 the raise is hire than the progression so he would make $14.80

So if he's at $14.50 now, he should go up to $15.40...but new hires will start at $15 as of August 1. I get it.

But isn't the progression only $0.50 a year?

So 3 years ago UPS gave you more than the raises or progression. So yes if I'm correct you'd be at $15.90 Aug 1st. Though aren't you in 705/710 which is a different than the NMA?
