I’m not sure how VC (vacation cover) works in package but I’ll tell you what would happen in feeders. I’m in the southern as well and who knows, maybe it’s the same for package. VC guys only cover routes for a week at a time and must rebid every week. I don't think the southern has any of that language.correct me if I'm wrong or if there are supplimental differences but:
1. follow the majority of your work onto a route that has not been bid on (junk routes) assigned to 22.4. No seniority prevailing
2. follow the majority of your work onto a bidded route, seniority prevailing.
3. bump into the pool of non-bid cover drivers, seniority prevailing.

When I finally bid a route, I still was pretty low on the list so I took a route that was a “spare” but it was in Tuesday to Friday, Monday it was usually cut because of volume.
