Following the national census every 10 years states gain and lose seats in Congress. The congressional district maps have to be redrawn in a way that conforms with population shifts. When drawing the new maps which is generally conducted by individual state legislatures the majority party often tries to draw the map in a way that unjustly benefits their party as evidenced by what happened in Pennsylvania following the 2010 census.
