Walmart has factories in China to take advantage of low labor costs and practically non-existent environmental regulations. Those were jobs that used to be here, aren't coming back, and contribute to the trade deficit, which will always be a deficit.

Most of those jobs have moved to Vietnam or India.

Not necessarily. If Walmart, for example, has a factory in the Pearl River Delta, of which they have several,they're not going to relocate it to another country. They're invested...in China. As are many other US companies. Infrastructure is difficult and expensive to replicate, as are supply chains.
