If I'm not mistaken that was actually an improvement as prior to 1991 you needed a 2/3 majority to vote down the contract regardless of voter turnout.

That was tried before, but Jackie Presser disallowed it. I forget the year but it was the mid 80's.

Ron Carey was all about voting and letting peoples voices be heard. He approved the majority vote for contracts, but also wrote in the 2/3 rule if less than half the membership voted.

His idea was to not let a minority of the actual membership reject a contract unless it was 2/3 off the actual votes cast. This kept the past practice of how we voted on contracts, if less than half the membership were to vote.
