Mr. Smith has a plan to bring ground contractors from Gypsy regions like Albania, Romania, & Slovenia to serve the broader European Union.

Express didn't/doesn't have a station in Florence. There was one in Richland (JANA, 440 HWY 49S), just north of there, that closed. But, I heard the Ground facility they merged with can't handle the volume, and they're moving back. I haven't been able to get in touch with one of my old co-workers. So, it's just hearsay for now.

Perhaps what they might be keeping an eye on is the current volatile political climate in Europe including concerns that France will join the UK and pull out of the European Union.
The company has been talking about combining as many positions as possible and eliminating redundancies and you think the layoff have something to do with France joining the United Kingdom. OK.

Your company watches EVERYTHING. So don't try to tell me that it has totally ignored the hard right shifting political sentiments in one of Europe's largest trading partners. And so why is it that it is streamlining and downsizing in Europe? It sees how Brexit has seriously impacted the UK and there's no reason to believe that a hard right nationalist government in France could stymie it's ability to remain a strong global trading partner.

CORRECTION> It has every reason to watch the ongoing political tensions in France. Micron has taken the bold almost never seen before action for a "snap" election. His party has to have 289 seats for a majority but currently only has 250. France is a country of 64 million and a total EU population of around 370 million. If the rest of the EU were to follow France into a more nationalist/ isolationist politics it's likely to hurt European carriers not just in volume but the ability to move freely about the continent.

Maybe they are just cutting positions that they don't need.
