I don't see a tag so I'd guess it's strictly used on the grounds of a large facility, maybe a high tech company like Google or an university.

It's not photoshopped, it's the vehicles they use on Catalina Island
Here is the full size of the photo, zoom into the letters you can see it's not photoshopped it just looks like it when the photo is shrunk.
