Why would we want to do that???
By your own admission, the more participants, the more the bargaining power, and the better the deal.
How can it be, that your "carve out" would provide for a better deal than all of those in TeamCare?
They're carve out is exactly like Teamcare. Only difference is they have a $10 copay and Teamcare $20. They diverted their pension increases to pay $10 but the coverage is identical to Teamcare, not identical to the company plan.
