I worked in France for a few months back in 1996, and the police would come around at least once a week and question the owner because the UPSer rented car was in the lot from 7am until 8 pm 6 days a week. I never heard about arrests but there were fines for the company (told by the company management).And as I said apparently they've got that issue resolved. But I certainly read about it, and you were nowhere to be found when I did.
