What contracting law has Fred gotten changed?

He doesn't want anything changed now that everything somehow seems to be going his way. Think big $chool here. The next fly in the ointment that threatens his precious business model and Fred will be in D.C. writing checks to all sorts of political people.

That's what I mean. The law that the Ground law takes advantage of is purposely vague. Government and businesses use it to their own advantage. Fred doesn't have to buy what's already there and FedEx has tweaked it's model to remain within the vague confines of the law.
